ALEAT
Aleat is a joint venture Albanian Company between AAEF (Albanian American Enterprise Fund) and OT-Morpho, ex Sagem Sécurité, providing Services related to a Concession with the Government of Albania for the Production and Delivery of Identity Cards and Biometric Passports for Albanian Citizens and e-Services using the National ID Card.
Aleat is operating in Albania since 2008, in Tirana to manage the entire production process (enrolment, personalization, issuance and distribution) of highly secure biometric Identity cards and Passports.

Thanks to Aleat, Albania's citizens now have access to modern and secure ID documents. The new e-Passport issued by Aleat has been a key milestone for Albania for being granted the Schengen Visa waiver programme at the end of 2010. Traveling freely in Europe is opening Albania to the world. Aleat has already produced and distributed 3.8 million ID cards and 3.6 million biometric Passports.

The contract also includes the issuance of Qualified Signature Certificates and the provision of the Secure Identity Services platform eALEAT, based on Morpho's Trusted Services Platform. These Services enable the access to e-Services based on the National ID card for all Albanian Citizens.

We are currently looking for a Production Manager to join the team.

MAIN RESPONSIBILITIES:
As part of the Management team of Aleat, the Production Manager will be responsible for all Production activities, including but not limited to, Production and Delivery of ID Documents in a high secure environment process, on behalf of the Government of Republic of Albania.

The main duties and responsibilities are as follow:
The Production Manager has, by delegation of the Operation Manager, the responsibility of the production of Identity Documents for Albanian Citizens. The responsibility covers the implementation of new Production Systems, new Documents, in agreement with Customer needs and requirements and International Standards (ISO, ICAO, ETSI ...);
Manages, operates, optimizes and maintains the infrastructure including, but not limited, to the Production facilities (Production Systems, Logistics). This task includes continuous operational cost improvements, customer satisfaction (OTD) … and reporting (KPI);
The Production Manager has the responsibility to support and contribute to the optimization of the production of Identity Documents for Albanian Citizens, with continuous security improvement;
Controls every aspect of the document personalization lifecycle, from receipt of blank documents to the dispatch of the personalized document including:
stock management of blank and personalized document;
production management in terms of decision on volume, priority destination site, etc.;
graphical and electronic document personalization;
packaging according to specified parameters;
and distribution according to location codes;
Manages the human resources under his/her supervision in terms of working schedule organization; duties assigned; task distribution; performance tracking; evaluation etc.

TECHNICAL SKILLS AND COMPETENCIES:
Senior Engineer with strong technical skills in Production field, Personalization of documents, Production processes (including production, delivery, and associated security constraints);
Engineer Diploma (Specialty in IT System would be a plus, Operations, Management).
Know-how in several aspects as Electrics, Mechanics, Logistics, Security;
Strong management skills and able to manage the Production team;
Good capacity of expression, presentation;
Involved in achieving the best result in ensuring production and delivery and saving cost;
Autonomy and excellent reporting in English (verbal and writing), French would be a plus;
Significant experience in Management in Production field;
Knowledge Production Systems and processes would be a plus;
Knowledge of ISO standards, ETSI, Security procedures;

WORKING CONDITIONS:
Working in Company as Aleat requires being able to work and support high pressure in a very sensitive environment.
The Production Manager position requires availability and flexibility (high activity being holiday period) with working hours adapting to the Government and Customer needs.
