The East-West Management Institute (EWMI) is currently hiring staff to implement a new rule of law project in Albania funded by the United States Agency for International Development (USAID). The Improved Court Performance Project will strengthen the efficiency and transparency of Albanias courts, increase public/NGO demand for improved court performance (including through a grants program), and support investigative journalism in Albania. All positions require fluency in oral and written English and Albanian. Salaries will be determined based on experience, and subject to USAID review and approval. EWMI seeks to fill the following positions immediately: Senior Attorney The Senior Attorney will be an expert in legal and judicial reform, with in-depth knowledge and understanding of the laws, policies and practices relating to how the courts in Albania function. The Senior Attorney will play a key role in analyzing statistics, laws, and practices that inhibit the effectiveness, fairness and transparency of Albanias legal system, and will be charged with developing policy and legislative reforms to implement needed changes. The position, however, is not an academic or research position: the Senior Attorney will need to identify and promote practical solutions and be comfortable working with high level counterparts in the government, parliament and the judiciary. The Senior Attorney will report directly to the Chief of Party. The ideal candidate will have the following qualifications: Minimum of seven (7) years in the legal profession in Albania, including at least five working on assessing, analyzing or promoting change to the system; Practice experience in the courts of Albania, either as a judge, prosecutor, or lawyer; Comparative law experience and knowledge or justice sector reforms in other countries; The ability to write clearly and convincingly in English and Albanian; Strong interpersonal and communications skills, with experience as a trainer preferred; Strong managerial and organizational skills; The demonstrated ability to work well as a member of an international and interdisciplinary team; and University level degree in law.
